The four-layer framework combines deployment boundaries, evidence checks, independent review, and accountable human judgment, with distinct legal and municipal applications. Verification belongs at the point where work is released or relied on, as well as in the decisions made before work begins.
In legal work
The matter, authoritative legal sources, confidentiality boundaries, and the responsible attorney's judgment shape the implementation.
In municipal work
Agency sources, staff workflows, and public decision authority shape the implementation. Tool access and permissions need enforced boundaries as well as written instructions.
L0: Set the working environment

Define the matter's scope, permitted tools, information boundaries, standing instructions, and task requirements.
Municipal: Deployment boundary
Equip the workspace with agency sources, permitted tools, reusable skills, access boundaries, and an audit trail.
L1: Check the evidence
Legal: Programmatic verification gates
Apply mechanically resolvable checks against authoritative sources. Record failures and route unresolved issues for review.
Municipal: Evidence gates
Check work against current agency sources and required evidence. Flag unresolved support; questions requiring interpretation continue to independent review.
L2: Challenge the work
Legal: Independent adversarial review
Challenge source faithfulness, reasoning, adverse authority, and unresolved findings through a review separate from the producing step.
Municipal: Independent review
Challenge source support, reasoning, alternatives, consistency, bias, and unresolved findings.
L3: Exercise accountable judgment
Legal: Concentrated human judgment
Bring exceptions, strategy, and client objectives to the responsible attorney's judgment.
Municipal: Human exception
Bring unresolved issues to a named human decision-maker acting within agency authority, with the basis for the decision recorded.
A failed required check holds release.
The framework calls for work to remain on hold when a required check fails or a blocking issue remains unresolved. An authorized exception is a recorded decision with a named decision-maker and a reason, rather than an issue silently passed through.

This architecture describes the controls to configure, operate, and maintain. It does not guarantee error-free output or replace the responsible professional's judgment.
Implementation depends on available sources, the task, and the decision authority of the organization.
